Obituary
Joe Neal Oliver, born April 9th 1944, departed peacefully from this world on February 26, 2024, at age 79. He was preceded in death by his father, Lawrence Roy Oliver, and mother Rudene Davie.
Joe will be remembered as a man who loved to work, loved life, and loved his family. If you ever had the pleasure of dining in one of his restaurants you saw first hand the pride and hard work he put into creating his vision of the perfect dining experience. Whether he pulled up a chair to your table at Cattleman’s or he ran into you on the street, he never met a stranger. In times he wasn't working, Joe enjoyed sharing lunch with friends, traveling the world, and having a good laugh. He had a larger than life personality and an abundantly giving heart. But more than anything, Joe loved spending time with his family.
He is survived by one brother, David Fricks, of Texarkana, TX, four children; Ron & wife Theresa Horton of Owasso, OK; Kathryn Diggs of Keller, TX; Cash and wife Sarah Oliver of Texarkana, AR; Megan Jo Oliver of Texarkana, TX. Nine grandchildren; Conor and wife Samantha Horton, Jackson and wife Ilaria Horton, James Horton, Alice Horton, Abigail Diggs and fiancé Lane Irwin, Chloe Diggs, Cullen Diggs, Brayden Oliver, and Archer Oliver.
Joe was a kind and generous man, whose absence will be felt by many.
Memorial service will be held Monday, March 4th at St. James Episcopal Church at 1:00 pm. Reception following.

Only yesterday I was driving my car and thought that I would give Joe a call to touch base with him as we did on many occasions.
Joe was a unique individual and truely a man for all seasons. He loved life and was one of the most gregarious men I have ever known. I always loved him and felt he was more like a brother than a friend. I will carry Joe’s memory in my heart forever. Joe loved life and his family and he enjoyed both as only JOE could at 100 miles per hour. I will miss him more than anyone can know .

Megan and Cash, My sincere condolences to you. Your father was a great man. I have very fond memories of him. Each time I was in Cattlemans he always made it over to our table and sat down and visited. He always had a smile on that face. My heart breaks for you and the family, I know he will be missed greatly. Cherrish all the memories you have made.

Joe will be missed more than he could have ever imagined. He could bring a glow to a room with just his hello, how you doing, good to see you! He was one of a kind and we are so very blessed to have had him in our lives. Our sincere sympathy to all. We will love you forever Joe Oliver!

Rest In Peace Joe Neil. Not sure who the biggest character..You..My father RD Fomby or my brother Eddy. Thank You for all the memories of wonderful meals at Red Barn,Cattlemans and Oliver Twist. My dad has Heaven in heat and air conditioned by now. No doubt the funny conversations to be had. May Peace Be With Your Family.

We always enjoyed snow skiing with the Oliver family, but our best times were eating at Cattlemans with Roy, then later with Joe Neal. They ran one of the finest restaurants in the country. He will be missed.

So sorry to hear this. Joe was a good man. Every time we went in to eat he always stopped to say hello. He certainly was a hard worker and helped so many out in his life. Cattleman’s had a few stray cats that hug around back by the creek. They got scraps . Best fed cats in town. Sending prayers for his kids and many friends.
